Dr. Mark J. Perry is a professor of economics and finance in the School of Management at the Flint campus of the University of Michigan. Perry holds two graduate degrees in economics (M.A. and Ph.D.) from George Mason University near Washington, D.C. In addition, he holds an MBA degree in finance from the Curtis L. Carlson School of Management at the University of Minnesota. In addition to a faculty appointment at the University of Michigan-Flint, Perry is also a visiting scholar at The American Enterprise Institute in Washington, D.C.

Same here. You want a farmers market? Must have 100 acres, be on a main road, live on the property, sell only stuff grown in the county, have county approved public restrooms, and a special use permit to sell vegetables on a farm.
Could she give it away and have a tip jar out? Then she wouldn't be a vendor, but a thoughtful citizen, right?

$400 would make the lemonade "safer".
NSOLIDATED UPDATE: Multiple sources have confirmed the fact that all three individuals arrested–James Stewart, Victoria Bloch and Sharon Palmer–are being charged with ‘conspiracy’ related to the sell of unpasteurized raw milk products.
Their farm was raided by an armed swat team and they are being held on $120,000 bail.

But we must have these regulations, and they serve an essential purpose even if you don't know what it is. Every one of them is a result of someone demanding them to correct some outrage, because someone misbehaved.

Scofflaws so brazen as to sell unpasteurized milk, obviously have little regard for human life, are likely to be armed and dangerous.
It's not clear what you are referring to here, but it appears that efforts to save us all from any possible harm, something I believe you approve of, is working as designed.
Ron H, you are mistaken. Licensing is about creating barriers to market entry. It's most heartily endorsed by market incumbents, to keep new competition out. It keeps no one safe. No one is naive enough to believe $400 makes lemonade safer...or anything else. Think of all the registered investment advisors out there. Is your money safer with any of them? No. How all the registered doctors? Does their license keep you safe? No. How about driver's licenses? Safety there? Nope.
It's not about safety. It's about money. It's always about seizing and diverting or possibly redistributing wealth.
And finally, Ron H, where is YOUR sense of outrage at shutting down a 4-year-old's lemonade stand?

or perhaps a "produce museum" that lets you sample and take how the veggies.
better still, sell it as "urban vegetable art" and put a big disclaimer up that its' not for eating, just looking.
if people eat their art, well, that's not the atrist's fault...

Yes. In this instance, $400 makes it safer by preventing the lemonade from passing anyone's lips.

Yes, actually I am. I'm sorry, I forgot to set the [sarc] tag.
My comment was in response to Hydra's comment, something about a swat team raiding a farm for selling raw milk. Hydra is a big fan of regulations. The more the merrier, in his opinion. [sarc] we must all be protected from the evils of raw milk, after all. [/sarc]
Please reread both my previous comments, and pretend I had set the [sarc] tag.
Consider them in the context of poking fun at someone who has seldom met a regulation he doesn't like.
